Is this a long exposure?
My guess is he takes the picture with all the lights on and then turns off the one where there will be movement, i.e. the one above the people, and then flashes it on and off to burn the people into the image. The reason I suspect this is because the glare of the front light is much less intense than the side lights, meaning that the light wasn't on for the full duration of the exposure.
But I'm just guessing, I may be completely wrong, but if I were to do it, I think my way would work.
